EKUAL Read and Publish Agreements

Within the scope of the EKUAL Project carried out by TÜBİTAK ULAKBİM, "Read & Publish" agreements have been made with various publishers.  Thanks to these agreements, researchers at our institution can access the journals of the respective publishers and publish open access articles without paying an Article Processing Charge (APC) in accordance with the specified criteria. Below is the information regarding the publishers and publishing opportunities covered by the agreements.

Cambridge University Press (CUP)

Agreement Type: Read & Publish / 100% Free / Unlimited OA article publishing

Access to the Cambridge Journals Online (CJO) Full Package content is provided, and researchers who are corresponding authors in Cambridge University Press journals can publish open access articles without paying an Article Processing Charge (APC).

Agreement Details:
  • Duration: January 1, 2026 – December 31, 2028
  • Access: Cambridge Journals Online (CJO) Full Package
  • Open Access Publishing: Corresponding authors working at EKUAL member institutions can publish articles without paying an APC

Institute of Physics (IOP)

Agreement Type: Read & Publish / 100% Free / Unlimited OA article publishing

Access is provided to IOPScience Extra and Electrochemical Society (ECS) contents.  Researchers who are corresponding authors in IOP journals can publish open access articles without paying an Article Processing Charge (APC).

Agreement Details:
  • Duration: January 1, 2026 – December 31, 2028
  • Access: IOPScience Extra and ECS content
  • Open Access Publishing: Free publishing in hybrid and fully open access IOP journals

Oxford University Press (OUP)

Agreement Type: Read & Publish / 100% Free / OA publishing within the annual quota

Access to the Oxford Journals Online collection is provided, and corresponding authors working at EKUAL member institutions can publish articles in Hybrid and Fully Open Access journals without paying an APC, in accordance with the specified criteria.

Agreement Details:
  • Duration: January 1, 2026 – December 31, 2028
  • Access: Oxford Journals Online journal collection
  • Open Access Publishing: OA publishing within the annual quota
Annual Quota:
  • 2026: 400 articles
  • 2027: 408 articles
  • 2028: 416 articles

Agreement Type: Read & Publish / 100% Free / OA publishing within the annual quota

Access is provided to more than 2,300 electronic journals belonging to the Springer Nature publishing house.  Within the scope of the agreement, the opportunity to publish open access articles is offered within a specific annual quota.

  • Access: Springer Nature electronic journals
  • Open Access Publishing: Free OA publishing within the quota in WoS (SCI, SSCI, AHCI) Q1 and Q2 hybrid journals

Royal Society of Chemistry (RSC)

Agreement Type: Read & Publish / 100% Free / OA publishing within the annual quota

Access to the Royal Society of Chemistry journals is provided, and researchers who are corresponding authors can publish open access articles without paying an APC within the specified quota.
